AUTOMATED SIGNAL / MANUAL EVALUATION
The API returns preliminary enumerated signals from bounded caller-supplied summaries. Manual work can establish a custom decision contract, inspect authorized evidence, reproduce results, and create an accountable decision record under a signed scope.
